洪朝阳，男，主任医师、教授、博士生导师，浙江省有突出贡献中青年专家、享受国务院政府特殊津贴，兼任全国综合防控儿童青少年近视宣讲团成员、中国医院协会医疗法制专业委员会副主任委员、全国防盲技术指导组委员、浙江省防盲指导中心主任、浙江省医学会常务理事、浙江省医学会防盲学分会主任委员、浙江省中西医结合学会眼科分会候任主任委员、浙江省预防医学会青少年近视防控专业委员会主任委员、浙江省医学会眼科学分会副主任委员、浙江省医师协会眼科学分会副会长等职。曾获全国卫生应急先进个人、浙江省抗震救灾优秀共产党员、浙江省G20杭州峰会工作先进个人等荣誉称号。在浙江省率先开展虹膜固定屈光晶体植入治疗超高度近视眼，在浙江省内率先开展虹膜夹持晶体植入治疗无晶体手术。主持浙江省重大专项、浙江省自然基金、省部共建等科研课题7项，获浙江省医药卫生科技进步二等奖一项（排名第1），获美国发明专利一项（排名第1），获国家新型实用专利两项（排名均第1）。主编完成近5万字的医学书刊《视力保健要诀》，发表学术论文50余篇，培养研究生30余名，担任浙江临床医学杂志副主编，中华眼科杂志（电子版）、中华移植杂志（电子版）、浙江医学、浙江实用医学等杂志编委。
